JCSAN/COPAN was built and operated by AT&T to provide fast, reliable emergency voice communications between the Joint Chiefs of Staff at the Pentagon's National Military Command Center, and Commander-in-Chief locations worldwide. The network's original control office was at AT&T's Garden City, VA microwave station; this function was transfered to the AT&T office at the Pentagon (called Pentagon No. 3).
